As far as we know there really is no digital version of the segal lock.

Can a Baldwin cylinder be installed so the Segal deadbolt can be keyed the same as all our other exterior door hardware?

yes but you have to determine what keyway it is. Often a Baldwin uses a Schlage keyway so you would just need to buy a rim cylinder with that keyway and rekey it to your existing key.

Is this suitable for an external front door that is exposed to the weather or is it better used inside apartment buildings?

Weather shouldn't really bother it much but it usually is installed on an apt door and tubular type deadbolts are usually installed on a typical house door.
